In February of 2013, the InCommon Technical Advisory Committee was charged with developing "...a document that presents the landscape of identity-related projects of particular relevance to the Research and Education (R&E) community, including information about their state, the relationships among them, and gaps among those relationships and between the capabilities they provide and what is needed by this community." During the Spring 2013 Internet2 Meeting there was a face-to-face meeting with the InCommon Steering Committee. At that time the charge was broadened; the Steering Committee requested that the document also serve to engender discussion within that group on substantial identity management issues related to Higher Education.
